Good Administration and the Council of Europe

This panel discusses the role of the Council of Europe and its instruments (conventions, resolutions, soft law, case law) in developing pan-European general principles of good administration. Building on previous work where we investigate the percolation of the CoE instruments in domestic systems, this panel will explain the methodology used to identify the functions of the general pan-European principles of good administration in specific administrative fields. It will then discuss these functions in selected areas (administrative organisation, judicial review, local government).
