SUMMARY:States of emergency in times of COVID-19. Theory and practice of the V4 countries
DESCRIPTION:The COVID-19 pandemic is a global challenge that all affected countries have had to face over the past two years. This includes the V4 countries\, which have had to develop their own strategies for tackling the pandemic. In all these countries\, states of emergency were introduced\, allowing power to be concentrated in the hands of the executive\, which in turn weakened the ability of the legislature to exercise control over the government. Individual rights and freedoms were restricted to an unprecedented degree. The introduction of states of emergency raised serious constitutional questions\, which will be presented and discussed during this panel. Additionally\, the pandemic coincided with constitutional crises in Poland and Hungary. In both these countries\, under the pretext of fighting a pandemic\, the government is violating the rule of law\, democracy and constitutional rights. The question of how to protect these values in the face of the threat posed by a pandemic has become topical.
