SUMMARY:rule of law and democracy in the shadow of the pandemic: Central-European perspectives
DESCRIPTION:The coronavirus crisis leads to severe restrictions on human rights almost globally\, our panel is dedicated to assisting the more in-depth understanding of pandemic‘s impact on democratic constitutionalism in Central-Europe. In this region\, the pandemic entailed not only severe restrictions of fundamental rights\, but also attempts to restructure the separation of powers\, and to weaken the control mechanisms on the executive. Manipulations targeted the electoral systems\, and also influenced the case law of constitutional courts. Moreover\, before the public health emergency would terminate\, due to the armed conflict in Ukraine\, the fragile democracies of this region should face again with unprecedented challenges. Which are those constitutional implications of the pandemic\, which will stay with us in Central-Europe for the future? And according to which criteria can we measure the long-term impact of the emergencies on the rule of law in these countries? Our panel raises such issues.
