SUMMARY:Normalizing transnational crises: Between adaptation and transformation of the EU constitutional order
DESCRIPTION:Over the last decade\, the EU has been confronted with several emergencies occurring at national\, supranational and international level. Each crisis induced both political and judicial actors to develop legal tools to facilitate joint responses and mitigate the cross-border spillovers. This entailed a laborious process of adaptation and transformation of existing legal frameworks with the principles underpinning its own constitutional architecture. Piecing together the emergency-driven evolutions across different policy fields\, the panel aims to shed light on the concept of normalization of transnational crises within the EU constitutional order and to explore its main patterns: emergency measures absorbed within (multilevel) constitutional machineries as well as constitutional transformations induced by the management of emergencies.
