SUMMARY:Gold-Plating and Other Challenges for Multilevel Legislative Cycles
DESCRIPTION:The Panel Proposal at the ICON-S conference will focus on the “overregulation“ phenomenon that emerges in different perspectives\, impacting the Public Administration\, the private sector (market)\, and citizens\, imposing burdens and costs that were not envisaged by the primary legislation. To understand its consequences\, it is important to reflect on conceptual elements\, analyze practical examples/case studies for reciprocal learning\, discuss methodological approaches (and it‘s finds) to propose possible solutions. To achieve that\, researchers from Portugal will address the Gold-plating issues and from Brazil will present the effects of the legislative inflation in federative countries.
