SUMMARY:Executive Democracy : Democracy in action
DESCRIPTION:The panel focuses on the concrete exercise of democracy\, going beyond the mere “democracy of authorization“ based on the right to govern conferred by the elections. It analyses the executive‘s democratic credentials\, rather than focusing on the Parliament as the main source of democratic legitimacy. This approach investigates the rules that organize the executive power and challenges their potential for democratic legitimacy. Inspired by Good Government by P. Rosanvallon\, the panelists focus on the following dimensions -essential for maintaining trust- : the legibility (or readability) of the policy carried out\, the accountability and responsiveness of the executive\, but also a form of ethics of the mandate\, implying sincerity and truthful speaking. From a comparative constitutional law perspective\, the panel aims at describing the legal tools that allow for this “democracy of exercise“\, explaining their characteristics and evaluating them in the light of the criteria mentioned above.
