SUMMARY:Emerging Challenges in Federalism
DESCRIPTION:Adopted to deal with the complexity of divided societies and to accommodate diversity within a constitutional order\, federalism has also been conceived to divide powers vertically\, thus protecting individual rights from state’s control. The potential of federalism has been explored both at supranational level (within the EU) and at local level (constitutional role of cities). This panel seeks to explore some new challenges in federalism and discuss its potential to deal with the many crises of contemporary democracies. Among other things\, the panel explores the sustainability of asymmetry in federal contexts as a tool to recover disadvantaged minorities while respecting the equal dignity of its components. It also investigates the revival of compact theory in comparative federalism\, arguing that it is relevant to understand the latest developments in the EU. Finally\, it provides a comparative analysis of intergovernmental relations in Italian regionalism during the pandemic.
