SUMMARY:Comparative Analysis of Covid-19 Responses and Constitutional Issues in Japan
DESCRIPTION:Many countries regulate human activities to respond to the Covid-19 pandemic. For example\, governments frequently enforce lockdowns and vaccine mandates. However\, a pandemic response often crosses the line because it triggers an emergency declaration. Once triggered\, emergency powers may be abused if the government disregards the rule of law. The Japanese method is a unique because the government requests self-restraint of activities without enforcing lockdowns\, vaccine mandates\, and mask requiring during the emergency. Local governments also use similar methods with or without authorized law. Can we expect that the Japanese method successful? Does it maintain a balance between freedom and safety? Does this method follow the rule of law? This panel focuses on Japanese response to Covid-19. Each panelist will examine the Japanese method and compare it other foreign countries‘ approach. Panelists will analyze the key features of this method and several constitutional problems.
